For skatteåret 2019 og efterfølgende år er arbejdsgivers pligt til at indberette oplysninger om medarbejderes erhvervelse af aktier igennem et aktieaflønningsprogram blevet væsentligt udvidet. Har man som arbejdsgiver aktieprogrammer, hvor man tidligere kunne nøjes med den almindelige rapportering af aktieløn i eIndkomst, skal man være opmærksom på, at der nu også skal foretages yderligere indberetning i eKapital.

WTO members agree to extend e-commerce, non-violation moratoriums
WTO members meeting as the General Council agreed on 10 December to extend two existing moratoriums related to customs duties on electronic transmissions and the initiation of “non-violation” complaints under the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS). They also approved the WTO’s budget for 2020.

Germany gives EUR 1 million to help developing countries enhance negotiating skill-set
Germany is donating EUR 1 million (just over CHF 1 million) to the WTO’s DDA Global Trust Fund in 2019 to help developing and least-developed countries (LDCs) implement WTO agreements and to increase their trade negotiating skills. The contribution was confirmed at a signing ceremony with the Director of the WTO’s Administration and General Services Division, Nthisana Phillips, and Germany’s Alternate Permanent Representative to the WTO, Bettina Waldmann, on 3 December 2019.

DG Azevêdo welcomes progress in investment facilitation discussions
Invited to attend a meeting of the Structured Discussions on Investment Facilitation for Development on 12 December, Director-General Roberto Azevêdo stressed that trade and investment facilitation policies can help promote economic growth, development and job creation. “Everyone would stand to benefit from a shared investment facilitation framework that also leaves space for members to address their particular circumstances,” he said. He urged participants to maintain their high level of engagement and “to continue reaching out to other members, to ensure transparency and inclusivity”.

DG Azevêdo to launch intensive consultations on resolving Appellate Body impasse
Director-General Roberto Azevêdo told a meeting of the full WTO membership on 9 December that he would launch more intensive, high-level consultations on how to resolve the longstanding impasse over the appointment of Appellate Body members. DG Azevêdo’s intervention came after WTO members were unable to reach consensus on a proposal to address concerns regarding the functioning of the Appellate Body.

WTO members prepare to intensify fisheries subsidies negotiations in 2020
At the 4-6 December meeting of the Negotiating Group on Rules, WTO members agreed on a work programme for intensifying negotiations on fisheries subsidies in January-May 2020, with the aim of coming to an agreement by June at the 12th Ministerial Conference (MC12). Members also received working papers and new proposals to study before the resumption of talks in January.

Report shows trade restrictions by WTO members at historically high levels
The Director-General’s annual overview of trade-related developments discussed on 12 December at a meeting of the Trade Policy Review Body shows that trade restrictions by WTO members continue at historically high levels. Between mid-October 2018 and mid-October 2019, the trade coverage of import-restrictive measures implemented by members was estimated at USD 747 billion. This is the highest trade coverage recorded since October 2012 and represents an increase of 27% compared to the figure recorded in the previous annual overview (USD 588 billion). The report notes that new trade restrictions and increasing trade tensions added to the uncertainty surrounding international trade and the world economy.

WCO mission to promote the WCO Guide on Preferential Rules of Origin for LDCs
With the support of Kenya Revenue Authority, a WCO Regional Workshop on Preferential Rules of Origin for English Speaking Least Developing Countries (LDCs), funded by India Customs Cooperation Fund, was held at the Regional Training Centre in Mombasa, Kenya, from 3 to 6 December 2019. The objective of this Workshop was to promote the WCO Guide on Preferential Rules of Origin for LDCs, which was developed in order to ensure that LDCs benefit to the maximum extent possible from the WTO Nairobi Ministerial Decision on Preferential Rules of Origin for LDCs.

Successful WCO Training-of-Trainers Workshop in the Ukraine
As part of the corporate plan of the WCO Regional Office for Capacity Building (ROCB) in the Europe Region, the WCO conducted a national Training-of-Trainers (TOT) Workshop. The workshop was held at the Regional Training Centre (RTC) in Khmelnytskyi from 25 to 29 November and was based on the WCO competency approach. The aim of the workshop was to equip the RTC with a pool of 15 (10 women and 5 men) competency builders in technical and managerial areas, able to effectively enhance the training delivery system and deliver competency-based training to the State Fiscal Service (SFS) staff.

Customs successfully target environmentally sensitive goods during Operation DEMETER V
Operation DEMETER V, which was conducted from 1 to 30 September 2019, saw Customs administrations’ efforts turned to monitoring and controlling cross-border movements of environmentally sensitive commodities, and ensuring compliance with trade-related provisions stipulated by Multilateral Environmental Agreements (MEAs), such as the Basel Convention and the Montreal Protocol.

LMD Top Executive Retreat in Zambia builds trust for the future
The WCO Capacity Building organized a Leadership and Management Top Executive Retreat (TER) for the Zambia Revenue Authority (ZRA) from 1 to 4 December 2019 near Chisamba, Zambia. The objective of the four-day interactive retreat was to support the team of senior managers in their further development as leaders and strategically operating managers. The TER was funded by the HMRC-WCO-UNCTAD Trade Facilitation Agreement Capacity Building Program. This Program delivers multiyear support to select WCO members. LMD support to this important program aims to strengthen management and organizational development capacity at the strategic level.

WCO renews commitment to support implementation of Vienna Programme of Action
WCO Secretary General Dr. Kunio Mikuriya visited the United Nations Headquarters in New York on 6 December 2019 to participate in an interactive panel discussion to promote trade, trade facilitation and structural economic transformation in Landlocked Developing Countries (LLDCs). The panel discussion was held as part of the Comprehensive High-level Midterm Review of the implementation of the Vienna Programme of Action (VPoA) for LLDCs for the decade 2014 - 2024. High-level speakers from the United Nations Development Programme (UNDP), the World Trade Organization (WTO), the United Nations Industrial Development Organization (UNIDO) and the United Nations Conference for Trade and Development (UNCTAD) also contributed to the panel deliberations.

WCO Secretariat mobilized on the occasion of the International Anti-Corruption Day
The WCO Secretariat organized an in-house event on December 9th to commemorate “International Anti-Corruption Day.” The aim of the event was to build a common understanding across the WCO staff of how corruption in customs may be combatted and integrity promoted through all of the various activities of the WCO.

WCO Workshop on Risk Management held in Colombia
Within the framework of the SECO-WCO Global Trade Facilitation Programme (GTFP), the WCO delivered a national workshop on risk management to support the efforts of the Customs Administration of Colombia, Dirección the Impuestos y Aduanas Nacionales (DIAN), in enhancing its Risk Management System and on the features that the proposed new model should contemplate. Additionally, this capacity building activity helped to further DIAN´s capacities on designing a Risk Management Strategy. The workshop was conducted from 2 to 6 December in Bogota, the capital of Colombia.
